You can use a drop ball mount like the # C45336 with the Patriot Hitches # PH54FR to get to your 16" drop total.
5" drop ball mounts are very uncommon, so a 6" like mentioned above and raising the receiver in the Patriot mount will still get you where you need to be.

Ball mount # 36078 has a drop of 4-3/4 inches. This ball mount is designed for Class II hitches with a 1-1/4 inch receiver. If you have a Class I hitch this ball mount may not fit depending on the brand of the hitch.

If you are wanting a ball mount with a further drop than the 12" Drop Convert-A-Ball Ball Mount # AMSC12 you will need a Gen-Y Hitch like part # 325-GH-317 which has a 15" drop. The Curt 17K-rated Ball Mount # C45340 that you referenced has 1-inch of rise or 2-inches of drop depending on how you choose to use it. This is a Class IV ball mount.
The other Class IV option with a capacity near to this (16K) and with NO drop or rise is Gen-Y item # 325-GH-051. I have not seen a 1-1/4 inch ball mount that offered 12 inches of drop. The most that we have is a 6 inch drop # C45028 (Class I or II) or # BM96 (Class I).

To determine the amount of drop you would need would be pretty easy. You will need to measure from the top of the hitch opening on your 2016 Ram 2500 to the ground and then compare that dimension to the distance from the bottom of the coupler on your trailer to the ground when level. A tow bar will ideally be dead-level when connected at both the RV and toad but it is permissible for either end of the bar to be up to 3-inches above or below level, but no more than that. In your case a high/low hitch adapter with 8-inches of drop will get you in the ballpark but one with 10-inches of drop will be better, such as Blue Ox # BX88132.
